Transition Toward Excellence in Achievement and Mobility (TEAM) Act

TEAM Act Overview

During the 112th Congress, the Transition Toward Excellence in Achievement and Mobility Act (TEAM Act - HR 602,603,604) was introduced as a package of three bills by Reps. Gregg Harper (R-MS) and Cathy McMorris Rodgers (R-WA) in February 2011. This disability omnibus is intended to improve the transition of youth with significant disabilities into integrated and competitive employment, supported employment, training, career prep and post-secondary education.

NDSS  were integrally involved in the development of the TEAM Act which is designed to strengthen the existing the transition component of the Individualized Education Program (IEP) and to ensure that youth exiting special education become employed at minimum wage or better or are enrolled or attending an appropriate post-secondary program.

It will require the use of evidence-based best practices to ensure successful transition planning, services and outcomes for youth with significant disabilities. It will authorize an initiative to provide states across the country with funds for a multi-year period to target youth with significant disabilities transitioning from special education. Strategies utilized to achieve these outcomes should include general education elementary and secondary classes with supports and services; school-based preparatory experiences, career preparation and work-based learning experiences, youth development and leadership, self-advocacy training and self-determination skill building and peer mentoring.
